In the common field of agriculture, animal husbandry is done for the purpose of getting benefits out of one's flock. When people are given responsibility over fellow people, they may sometimes be tempted to look at them like animals to be tended. To them, the flock is to be milked, exploited, and eaten. To achieve this, the flock must be deceived as much as possible. That way, these supposed leaders become agents of the Chief Thief.
